A Pause Is Not a Universal Position

Campaigns critical of frontier AI vary from temporary pauses to strict bans, worker protections, and accountability rules.

The labels matter because a policy argument about frontier systems is not automatically a rejection of all technology.

PauseAI calls for a temporary pause on training the most powerful general AI systems until safety and democratic-control conditions are met. Its proposal distinguishes this from narrow systems such as some medical image-recognition applications.

Other groups and institutions emphasize different questions, including worker bargaining, creative consent, model accountability, and human control over autonomous weapons. This Report will identify those differences rather than force every concern into one category.
